BIDPA is an independent trust set up by a presidential directive. It started operations in 1995 as a non-government policy research institute. BIDPA focuses mainly on research and policy analysis as well as capacity building in policy analysis in line with the Institute’s mandate as defined in the Deed of Trust.

BIDPA is looking for talented, experienced, self-driven and results-focused candidates to fill three (3) senior positions.

 

1. Programme Coordinator                                             

The Programme Coordinator will work with and support senior executive and managers across BIDPA. S/he will coordinate operational and planning activities for the Institute including providing Secretariat services to the Board of Trustees and Senior Management Team. S/he will also assist the Executive Director in driving all strategic and operational programmes of the Institute. 

Job Role: Lead and support planning and coordination of programmes and related activities, policies, and processes; Manage relations with external parties; Secretariat to the Board; Support strategy development and implementation; Coordinate administrative managing of projects and contracts; Support review and enhancing of relevant systems/policies/processes/ standards.

Key Performance Areas: Secretariat services to the Board of Trustees; Coordinating and monitoring rollout of Strategy; Scheduling and coordinating BIDPA’s operational programmes; Monitoring contractual arrangements with patrons, clients and staff; Overseeing management of projects; Managing project reviews and driving quality assurance standards; Driving systems and procedures for monitoring/reporting/scheduling/controlling costs; Coordinating arrangements for capacity building initiatives/activities; Overseeing coordination and implementation of M&E strategies/processes to enhance performance and delivery of mandate; Lead the review and enhancement of the research and consultancy management processes/procedures.

Education and Essential Experience: Masters’ degree in Management, Economics, Business Administration, Project Management or related fields. Relevant work experience of at least five (5) years in a management role preferably in research and / or consulting environment. Relevant experience in managing projects is essential.

 

2. Information Technology Manager

Job Role / Key Performance Areas: Formulates and drives IT strategy to support achieving BIDPA mandate; Sets governance frameworks and standards for use of IT in BIDPA operations; Enforces standards and procedures for managing and use of IT systems; Monitors and evaluates IT projects; Sets direction and plans for acquiring and maintaining IT infrastructure in BIDPA; Provides technical assistance to organizational events when required; Provides technical support on installing and repairing hardware and software; Troubleshooting ; Training users and maintaining IT helpdesk; Installs / configures and support BIDPA’s local areas network (LAN) and internet systems; Manages web / email / telephony environment design, deployment, development, and maintenance activities; Develops/ maintains and implements business continuity and disaster recovery strategies and solutions; Protects IT infrastructure and corporate data against attacks and threats; Responds to/addresses document management requirements of departments/end users; Consults with end users to identify needs and solutions to increase user satisfaction; Builds and manages vendor relationships, and manages purchase of hardware, software and supplies.

Education and Essential Experience: Master's degree in Computer Science, Management Information, Technology / Systems or a related field. At least five (5) years’ experience in developing and administering IT/computer systems and local area networks, including supervisory experience. 

 

3. Knowledge Management and Dissemination Manager

Job Role: Manage the BIDPA Library and Knowledge Management & Dissemination Function.

Job Role / Key Performance Areas: Creates a knowledge management strategy and framework and work with colleagues to identify, and prioritize types of knowledge to develop and capture; establishes and maintains processes to ensure knowledge management efforts are shaping BIDPA strategy and informing decision making; helps create a culture of sharing knowledge among staff, partners and other Think Tanks; creates collaborative tools to facilitate sharing of ideas that are of use to colleagues and other partners; provides support to program staff to establish and nurture communities of practice or learning communities; determines how to best share knowledge with Internal and external stakeholders/audiences, including print and electronic information; prepares information about BIDPA initiatives to share with policymakers; and participates in information sharing and education with peer Think Tanks.

Education and Essential Experience: Master’s degree in Knowledge Management or Library or Information or related field. A relevant Master’s degree will be an added advantage. At least 5 years in a related field.
